  Corporate News Headline
HCL Infosystems has bagged a contract worth Rs. 1 bn from Himachal Pradesh for providing data and IT applications for energy accounting/auditing and IT-based consumer service centres. (BS)
ONGC said it has sent a reminder to UK's Cairn Energy Plc regarding the proposed sale of shares of Cairn India Ltd to billionaire Anil Agarwal-led Vedanta Resources. (BS)
ARSS Infrastructure has bagged an order worth Rs. 937.2 mn from the Rajasthan government for construction-related work. The company received a work order from Rajasthan State Road Development Corporation, Jaipur. (BS)
  Economic and Political Headline
The Finance Ministry said safe harbour rule—a set of norms that would enable the income tax authorities to accept without scrutiny the tax returns by the Indian units of foreign companies - would be soon put in place. (BS)
Europe's economy may grow almost twice as fast as previously forecast this year with a more "moderate" expansion in the second half, the European Commission said. Gross domestic product in the 16-nation euro region will likely increase 1.7% this year instead of the 0.9%, the Brussels-based commission said. (Bloomberg)
European Central Bank President Jean-Claude Trichet said he's confident US authorities will implement the new Basel rules on banking regulation. "I have full confidence in the US authorities concerned, and all the authorities concerned, that were here, to implement the standards," Trichet said. (Bloomberg)

US stocks rose as surging Chinese output and a forecast for faster European growth raised confidence in the economy. Banks jumped as regulators gave firms more time than expected to meet capital requirements. The NASDAQ, Dow Jones and S&P 500 gained 1.55%, 0.78% and 1.11%, respectively. JPMorgan Chase & Co. and Bank of America Corp. rose at least 3% Alcoa Inc. and General Electric Co. gained more than 1.6%. Microsoft Corp. jumped 5.3% as a person familiar with the matter said the software maker will sell debt to fund dividends and buybacks.

UK stocks rose, led by a rally in banks after regulators agreed a compromise on the amount of capital lenders must hold as they attempt to avert a repeat of the 2008 financial crisis. The FTSE 100 gained 63.89 points or 1.16% at 5,565.53. Royal Bank of Scotland Group Plc and Lloyds Banking Group Plc rallied more than 2% after the Basel Committee on Banking Supervision gave firms more time to comply with the new rules. Xstrata Plc and Kazakhmys Plc advanced with metal prices while Prudential Plc jumped 3.1% amid speculation that Chinese investors might make a takeover offer for the insurer.
